Highland Homes bad construction - GAP between vapor barrier and 2x4

I found this gap between my moisture barrier and 2x4 wood under my window. This is my exterior facing wall which means moisture is a real problem here, plus it is right under a window.



This is POOR workmanship. And sadly somebody (inspector) even spray paint orange to get attention for somebody to fix, but nobody bother to fix.
